Namibia's Communications Regulatory Authority has denied Starlink licence applications to operate in the country. Starlink met only three of the six required criteria, failing on ownership grounds — it is 100% foreign-owned and did not obtain an exemption from the statutory 51% Namibian ownership requirement. The regulator also cited national defence and public security concerns over foreign jurisdiction and enforceability. Additionally, Starlink had previously operated without a licence, violated the Communications Act, and ignored a regulator summons. A cease-and-desist order had already been issued in November 2024. SpaceX has not commented.
