The exploit targets the Windows User Profile Service and allows low-privilege accounts to modify an administrator account's classes registry hive, enabling elevation of privilege. This is the ninth such zero-day released by the same anonymous researcher, who has publicly criticized Microsoft's handling of bug reports.
