The flaw requires no preconditions and can be exploited anonymously on a stock WordPress install with no plugins. The fix is available in WordPress 6.9.5 and 7.0.2. Until patching is possible, mitigations include blocking the /wp-json/batch/v1 endpoint and the rest_route=/batch/v1 query parameter, or installing a provided plugin that restricts unauthenticated REST batch API access.
